Tech Talent AssemBly (TTAB) Launches AI-Powered Tech Workforce Resilience Advisor and New AI Council to Support Singapore's Technology Workforce

As artificial intelligence (AI) reshapes industries, job roles and skills requirements across the economy, Tech Talent Assembly (TTAB) is launching two new initiatives to help technology professionals and employers build workforce resilience in Singapore’s tech sector. They include the:

a. AI-Powered Tech Workforce Resilience Advisor, which is an AI assistant that provides practical guidance on employment and workforce matters. It draws from the Tech Workforce Resilience Playbook – Startup Edition, which TTAB launched last year; and the

b. TTAB AI Council to strengthen industry collaboration and support technology professionals in navigating AI-driven transformation.

These initiatives were launched at the TTAB Thought Leadership Seminar & Appreciation Night 2026 where Mr Tan Kiat How, TTAB Advisor and Senior Minister of State for Digital Development and Information, attended as Guest-of-Honour; and alongside the signing of Memoranda of Understanding (MOUs) with key ecosystem stakeholders. TTAB is an affiliated association of the National Trades Union Congress (NTUC).

Together, these initiatives reinforce TTAB's commitment to building a collaborative and future-ready technology ecosystem by bringing together the expertise and experiences of the industry, academia, employers and technology professionals. They would also support NTUC’s AI-Ready SG efforts to accelerate AI adoption, promote lifelong learning and prepare workers for the jobs of the future.

AI-powered Tech Workforce Resilience Advisor to Provide Practical Guidance to Tech Professionals

Developed in consultation with industry leaders and ecosystem partners, the AI-Powered Tech Workforce Resilience Advisor (advisor), powered by Alibaba’s Qwen open weight models, enables employers and technology professionals to ask questions and receive practical guidance on workforce and employment matters, ranging from hiring and onboarding to reskilling, restructuring and retrenchment.

The advisor also aims to make workforce guidance more accessible to a wider community of employers and workers, and is available in multiple languages, including English, Mandarin, Malay and Tamil.

Built on insights from industry leaders and ecosystem partners, the advisor helps users make more informed talent and workforce decisions in an increasingly AI-driven business environment. The advisor draws from the Tech Workforce Resilience Playbook-Startup Edition, which TTAB launched last year.

TTAB AI Council to Shape Workforce Readiness in the AI Era

As organisations increasingly adopt AI technologies, demand is growing for workers who possess the skills and capabilities to leverage these tools effectively and responsibly. The newly established TTAB AI Council will serve as a strategic platform that brings together industry leaders, AI practitioners, employers, educators and ecosystem partners to deepen AI capability among technology professionals. It will also help build an inclusive and collaborative AI network, while serving as a ground-up channel for practitioner insights to inform initiatives under NTUC’s AI-Ready SG efforts.

The TTAB AI Council brings together an influential network of senior leaders from academia, industry, government agencies, professional bodies and the social sector, reflecting a shared commitment to preparing Singapore's workforce for the AI era. Members include representatives from AI Singapore (AISG); Infocomm Media Development Authority (IMDA); National Youth Council (NYC); Amazon Web Services (AWS); Institute for Human Resource Professionals (IHRP); Jurong Town Corporation (JTC); and National Trades Union Congress (NTUC). Collectively, these organisations represent key pillars of Singapore's AI ecosystem, spanning AI innovation, workforce development, enterprise transformation, talent management and youth engagement. By bringing together diverse expertise and perspectives under a common platform, the Council will strengthen collaboration across the ecosystem and help shape practical solutions that enable workers and businesses to thrive in an AI-driven future.

Strategic Partnerships to Grow the AI Ecosystem

In conjunction with the launch of the TTAB AI Council, TTAB signed Memoranda of Understanding (MOUs) with four organisations that play complementary roles across Singapore’s innovation and talent landscape.

These partnerships will support efforts to shape how AI uplifts skillsets and creates new opportunities for technology professionals, while addressing the challenges face by Singapore’s diverse communities. Through these collaborations, TTAB aims to connect workers, business and youths with the skills, networks and opportunities needed to thrive in an AI-driven economy. The four MOU partners are:

a. AI Singapore

AI Singapore will support TTAB in strengthening AI awareness, capability-building and industry adoption by connecting workers and employers to Singapore’s national AI ecosystem. Through this partnership, TTAB and AI Singapore will explore initiatives that help technology professionals better understand, adopt and apply AI tools in practical and responsible ways.

b. NUS School of Continuing and Lifelong Education (NUS SCALE)

NUS SCALE will support TTAB’s efforts to advance lifelong learning and workforce transformation through accessible, industry-relevant education and professional development opportunities. This partnership will contribute to upskilling and reskilling pathways that help technology professionals remain competitive in a rapidly evolving digital economy.

c. Singapore Business Advisors & Consultants Council (SBACC)

SBACC will help TTAB engage business leaders, consultants and enterprises in driving responsible AI adoption and organisational transformation. The partnership will facilitate knowledge-sharing and support businesses in harnessing AI to improve productivity, while creating sustainable opportunities for workers.

d. *SCAPE Singapore

*SCAPE Singapore will support TTAB in engaging youths and aspiring technology professionals by building greater awareness of AI, future skills and emerging career pathways. Through outreach, engagement and developmental initiatives, the partnership aims to equip the next generation with the confidence and capabilities to participate meaningfully in an AI-enabled economy.

Collectively, these partnerships will strengthen collaboration across AI capability development, lifelong learning, industry engagement and youth outreach. They will:

a. Advance AI skills development and professional upskilling for technology professionals,

b. Foster stronger collaboration between industry, academia and ecosystem partners,

c. Support organisations in navigating AI adoption and workforce transformation,

d. Engage youths and aspiring technology professionals in emerging AI opportunities, and

e. Gather industry insights to shape programmes that address evolving workforce needs.
